The Big Bad of the story

Scarecrow, whose real name is Jonathan Crane, is one of the enemies Batman must fight in the game Batman Arkham Knight. Traumatized as a child, he later experimented with fear and was expelled from his university. But it also allowed him to create a powerful toxin that awakens his enemies’ worst fears. In addition, he always wears a somewhat scary mask that prevents him from succumbing to his own gas.
